It does not exempt deployers who bought a third-party model. It requires every provider and every deployer to take measures ensuring that staff working with AI systems possess sufficient AI literacy: the skills, knowledge, and understanding to make informed decisions about AI deployment and use. The regulation does not specify a single training curriculum. It requires proportionality. A software engineer integrating an AI model needs different training than a board audit committee member approving AI governance policies. Both need training.

The February 2025 Enforcement Start Date

Article 4 was not part of the August 2026 general enforcement wave. It entered into force with the prohibited practices provisions on February 2, 2025 [EU AI Act Art. 113(2)]. Organizations that have been waiting for the 2026 compliance deadline to address AI literacy are already operating outside the regulation’s requirements. The obligation is live now.

This timing is not accidental. The EU legislator understood that meaningful compliance with the rest of the Act requires a trained workforce. You cannot reasonably assess whether an AI system poses unacceptable risk if your organization lacks the foundational knowledge to evaluate AI system behavior. Article 4 creates the prerequisite for every other obligation in the Act.

Run a workforce census before building any training program. Map every role that interacts with AI systems: developers integrating APIs, analysts using AI tools, managers approving AI-assisted decisions, legal and compliance staff reviewing AI contracts, and board members making AI governance decisions. Who Falls Under the AI Literacy Training Requirement

The Article 4 obligation attaches to two parties: providers and deployers. Understanding which category your organization occupies, and in some cases whether it occupies both, determines the full scope of the training requirement.

Providers and Deployers: Different Roles, Same Training Obligation

A provider under the EU AI Act is any organization that develops an AI system or general-purpose AI model and places it on the market or puts it into service, whether commercially or free of charge [EU AI Act Art. 3(3)]. A deployer is any organization that uses an AI system under its own authority, except for personal non-professional use [EU AI Act Art. 3(4)]. If your organization builds AI and also uses it internally, you are both. Both roles carry the Article 4 training obligation.

For deployers, the practical implication is significant. Buying a third-party AI product does not transfer the Article 4 obligation to the vendor. Your organization deploys the system. Your staff operates it. Your compliance program must address it. A financial services firm using an AI-powered credit decisioning tool from a fintech vendor is a deployer. Its loan officers, credit analysts, compliance officers, and oversight function all fall within the Article 4 scope for that system.

The Board and Senior Leadership Inclusion

Recital 20 makes explicit what the statutory text implies: AI literacy requirements extend to individuals making governance decisions about AI systems, not just those operating them technically [EU AI Act Recital 20]. This includes board members who approve AI deployment strategies, C-suite executives who set AI investment priorities, and legal counsel advising on AI contracts and liability exposure.

Board-level AI literacy is one of the most consistently underdeveloped areas in organizational AI governance. A board that approves an AI deployment without understanding fundamental concepts of model drift, algorithmic bias, or the risk classification framework of the EU AI Act is not equipped to discharge its oversight obligations. Shadow AI and the Hidden Training Gap

The proportionality requirement in Article 4 presupposes that your organization knows which AI systems are in use. Most do not have a complete picture. A marketing manager using an AI content generation tool purchased on a personal credit card is a deployer of that system for professional purposes. Conduct an AI inventory audit before finalizing your training scope. Survey all departments for AI tools in current use, including browser extensions, third-party SaaS applications with embedded AI features, and API-connected tools. Cross-reference against your approved vendor list. Every system with AI functionality that employees interact with in a professional context falls within your Article 4 training scope. Document the full inventory. Gaps in the inventory are gaps in the training program.

What “Sufficient AI Literacy” Means Under the Regulation

The regulation does not define a minimum curriculum. It defines an outcome: personnel must have sufficient skills, knowledge, and understanding to make informed decisions about AI systems within the context of their role [EU AI Act Art. 4]. Building a training program requires translating that outcome standard into specific content by role.

The Three Dimensions of AI Literacy

AI literacy under Article 4 has three components. Skills are the practical abilities to interact with, evaluate, and oversee AI systems. Knowledge covers understanding of how AI systems work, their limitations, and the regulatory framework governing their use. Understanding refers to the capacity to recognize when an AI system’s output or behavior warrants human review, escalation, or override.

What the Training Must Actually Cover

Regardless of tier, every AI literacy training program should address five foundational areas. First: what AI systems are and how they make decisions, including the concept of probabilistic output and the difference between deterministic and learned behavior. Second: the EU AI Act’s risk classification system and which categories of AI use are prohibited outright [EU AI Act Art. 5]. Third: the deployer’s obligations under the regulation, including human oversight, incident reporting, and record-keeping. Fourth: how to recognize a high-risk AI system and the obligations that classification triggers. Fifth: how to escalate concerns about AI system behavior within the organization.

Training that covers only “responsible AI use” without specific regulatory content fails the Article 4 standard. The regulation requires knowledge and understanding, not only awareness.

Design your training content against the Article 4 outcome standard, not against a generic AI ethics curriculum. For each role tier, write three to five specific learning outcomes that a trained employee could demonstrate. Start with the workforce census and AI inventory outputs from the earlier audit steps. The census tells you who needs training. The inventory tells you what they need training about. Together they define the program scope. Document the scope formally before building any curriculum content. Scope documentation serves as the Article 4 policy anchor: it records what your organization determined was necessary and proportionate, and why.

Delivery format is an execution decision, not a compliance decision. Article 4 does not specify classroom training, e-learning, or workshops. It specifies an outcome. A quarterly 20-minute module for Tier 3 executives that delivers genuine regulatory literacy is more defensible than a four-hour course that no board member retains. Match format to the audience and to the learning outcome.

Documentation and Evidence Requirements

The EU AI Act does not specify a training records retention requirement in Article 4 itself. The general deployer record-keeping obligations under Article 26 require deployers to retain logs and documentation demonstrating compliance with the regulation [EU AI Act Art. 26(6)]. A training program without completion records is a training program that does not exist from an evidentiary standpoint.

Minimum documentation for each training instance: the date of training, the roles or individuals trained, the curriculum content version used, the learning outcomes targeted, and confirmation of completion or assessment results. For Tier 1 roles working on high-risk systems, tie training completion to system access controls. An engineer who has not completed the current year’s AI literacy training should not have access to production AI systems in scope for high-risk obligations. That linkage is enforceable and demonstrates that the training program operates as a real governance control, not a paper exercise.

Connecting Article 4 to the Broader Compliance Framework

Article 4 does not sit in isolation. An organization working toward full EU AI Act compliance has the EU AI Act compliance timeline driving parallel workstreams on system registration, technical documentation, conformity assessments, and post-market monitoring. The AI literacy program feeds all of them. Staff who understand what a high-risk classification means can participate meaningfully in a risk management system. Staff who understand the prohibited practices provisions can flag potential violations before they reach production. The training investment has a multiplier effect across the entire compliance program.

Organizations building an AI management system under ISO/IEC 42001 get additional structural clarity. The standard’s competence requirements under Clause 7.2 map directly to Article 4 outcomes. Build the Article 4 training program as a living document with a formal annual review cycle. Before each annual review, run three checks: Has your AI inventory changed (new systems, discontinued systems, or material changes to existing ones)? Has the EU AI Act guidance or enforcement been updated? Has your workforce composition changed in ways that affect exposure tiers? Update curriculum content, learning outcomes, and scope documentation based on what the review finds. Archive each year’s version. Regulatory examinations often look at how programs evolved over time, not just at current state.

Measuring Training Effectiveness

Completion rates are not effectiveness measures. An organization where 100% of staff completed training but cannot explain the difference between a prohibited AI practice and a high-risk AI obligation has not satisfied Article 4. Effectiveness requires assessing whether training delivered the learning outcomes it was designed to deliver.

Assessment Design by Tier

Tier 1 training should include practical assessments: can the engineer identify the risk classification of a proposed AI use case? Can the data scientist articulate the technical documentation requirements for a high-risk system? Scenario-based assessments work better than knowledge recall tests for this tier because the Article 4 standard is about informed decision-making, not memorization.

Tier 2 training for compliance and legal professionals should assess applied judgment: given a specific AI deployment scenario, can the participant identify the deployer obligations that apply? Can they flag a vendor contract provision that conflicts with the organization’s Article 26 obligations? Role-play scenarios or written case studies deliver better assessment data for this tier than multiple choice questions.

Tier 3 assessments for board members and executives should focus on governance judgment: after training, does the board ask better questions during AI governance presentations? Do AI investment proposals now include the EU AI Act compliance analysis that board members know to expect? The assessment at this tier is partly behavioral, not only knowledge-based.

Connecting Training to Governance Outcomes

The most defensible evidence of effective AI literacy training is observable change in governance behavior. A compliance committee that added EU AI Act compliance status to its standing AI review agenda after training has demonstrated that the training changed how the organization operates. A procurement team that now requires vendors to provide EU AI Act risk classification documentation as a contract term has demonstrated the same. Document these governance improvements as training outcomes. They build the evidence file regulators look for when evaluating whether an organization has met its Article 4 obligations in substance, not just on paper.

Establish a baseline before the first training cycle runs. Survey participants on three to five specific knowledge questions tied to your learning outcomes before training begins. Run the same survey after training concludes. The delta between pre- and post-training scores is your effectiveness data. Document it. If the delta is small, the curriculum is not delivering the learning outcomes and needs revision. If scores are high pre-training for specific topics, you have identified areas where training resources can be reallocated. Repeat the process annually to track program improvement over time.

Article 4 is the most broadly applicable obligation in the EU AI Act and the one most organizations have not addressed.
