OMB M-25-21

The OMB memorandum dated April 3, 2025, "Accelerating Federal Use of AI through Innovation, Governance, and Public Trust", which rescinds and replaces the Biden-era M-24-10. M-25-21 keeps the federal CAIO role and the high-impact AI use case definition, but reframes the governance posture from precaution to acceleration: agencies are directed to remove process barriers to AI adoption, publish annual AI use case inventories, and certify compliance with the minimum risk management practices for high-impact systems.
